World Boxing Organization president Francisco ?Paco? Valcarcel has reportedly proposed to make the Pacquiao-Cotto fight a championship match with Cotto staking his welterweight crown.
Valcarcel told the boxingscene.com report that the WBO is attempting to make Pacquiao as No. 1 challenger despite an expected protests from other contenders in the rankings of the 147-pound division.
Valcarcel said he has already discussed the matter with Bob Arum, promoter of Cotto and Pacquiao, and Top Rank president agreed to the proposal.
"I made a request to the committee to place Pacquiao in the number one position for the fight for Cotto's title. I've already spoke with Bob Arum and agreed the fight will be for the title," said Valcarcel.
The WBO chief sees no problem from other welterweight contenders since he believes Pacquiao will likely return to 140-pound (light welterweight) if he wins against Cotto.
Pacquiao is the former WBC flyweight, WBO/IBF super bantamweight, WBC super featherweight, and WBC lightweight title holder before snatching the IBO light welterweight from Ricky Hatton via a sensational second round knockout victory.
Actually, Pacquiao has won his last four fights in four different weight categories, beating Juan Manuel Marquez (at 130-lb), David Diaz (135-lb), Oscar De La Hoya (145-lb) and Hatton (140-lb).
